This technique also could be used for other auto-immune diseases such as rheumatoid arthritis and multiple sclerosis (MS).&lt;br /&gt;&lt;br /&gt;"It shows that the nasal vaccine will ... suppress the bad immune response to insulin, which is very exciting," said Walter and Eliza Hall Institute's Professor Len Harrison. Type 1 diabetes, which affects about 150,000 Australians, is a condition where the body's immune system attacks the cells in the pancreas that produce insulin. Sufferers need daily insulin injections to help their bodies convert glucose (sugar) from food into energy. Prof Harrison said diabetes cost the Australian health system about $600 million each year. "The cost of type 1 diabetes, in personal, social and public health terms is enormous," he said.&lt;br /&gt;&lt;br /&gt;The latest Australian Institute of Health and Welfare report shows type 1 diabetes has increased in young people by 41 per cent in the past decade. They will be tasked with providing a detailed  investigation of the polio cases to determine where what country the  virus came from and what actions are needed to prevent any further  spread.&lt;br /&gt;&lt;br /&gt;Sona Bari, a WHO spokeswoman for the Polio Eradication Initiative, told  Voice of America that the new outbreaks were a setback for the WHO's  polio eradication campaign and a sober reminder for the need to  vaccinate children against the crippling disease.&lt;br /&gt;&lt;br /&gt;"Planning is already going on for three large-scale vaccination  campaigns," Bari told Voice of America. "There are about 864,000  children under the age of five that we will reach with this vaccine.  And, surrounding countries, particularly Uzbekistan and Kyrgyztan are  being asked to step up their surveillance for acute flaccid paralysis,  which is a sign of polio and to look into their immunization rates to  make sure that children are adequately protected in those surrounding  areas."&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Tajikistan, Bari said, is close to Afghanistan and Pakistan, two polio  endemic countries. It is too soon, though, to call one of those  countries the source or this latest outbreak. And when the crisis  ends, "We will establish a system that could respond to any situation  based on an assumption that anything could happen."&lt;br /&gt;&lt;br /&gt;While a massive earthquake and tsunami set off a series of events that  disabled the plant, the accident has been exacerbated by several  missteps along the way. She added that the WHO is seeing localized outbreaks and some continuing "hot spots," which were expected in the post-peak phase. &lt;br /&gt;&lt;br /&gt;"Let me remind you the pandemic virus has not gone away," Chan said. She said the virus is especially a threat to young people and pregnant women. &lt;br /&gt;&lt;br /&gt;India's health ministry said today that in the week ending Sep 5 it had received at least 128 reports of 2009 H1N1 deaths, NetIndian News Network reported. The deaths were reported across 12 Indian states, but most were from Maharashtra (45), Gujarat (13), Madhya Pradesh (12), and Karnataka (9). India is in the midst of its second wave of infections, which was triggered by monsoon rains earlier this summer. &lt;br /&gt;&lt;br /&gt;Australia's health ministry, in its update for the week ending Aug 27, said flu activity is increasing, with the highest number of lab confirmations in South Australia and Queensland states. Of 335 confirmed cases reported that week, 221 involved the 2009 H1N1 virus. &lt;br /&gt;&lt;br /&gt;The country reported 12 flu hospitalizations during the surveillance week, of which 11 were for 2009 H1N1 infections. Surveillance systems reported three intensive care unit (ICU) hospitalizations during the same time period. &lt;br /&gt;&lt;br /&gt;Meanwhile, New Zealand, which over the past several weeks has been reporting intense flu activity, said yesterday that the number of new cases was declining to levels seen at this time in 2008. &lt;br /&gt;&lt;br /&gt;The country reported one more death linked to the virus, raising the total to 17. Updates are listed below under the appropriate region.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;&lt;strong&gt;Northern Temperate&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;United States&lt;/span&gt;&lt;br /&gt;The numbers of laboratory positive influenza samples increased from week 33 to week 34, but remain at a very low level. In week 34, all influenza-positive samples were influenza A, with a mixture of A(H3) and 2009 H1N1 (based on U.S. WHO/National Respiratory and Enteric Virus Surveillance System (NREVSS) data).&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;China&lt;/span&gt;&lt;br /&gt;In southern China, numbers of specimens testing positive for influenza decreased in week 33, and influenza A accounted for 82.9% of positive samples (67% H3N2, 25% 2009 H1N1). In northern China, positive influenza results have been low for several weeks, and influenza A accounted for 97.1% of positive samples (85% H3N2, 9% 2009 H1N1) (based on data provided by the Chinese National Influenza Center).&lt;br /&gt;Southern Temperate&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;South America&lt;/span&gt;&lt;br /&gt;In Argentina, positive respiratory specimens for influenza have decreased since week 24, and influenza B is the predominant influenza virus.&lt;br /&gt;In Chile, positive respiratory specimens for influenza increased in week 33, and flu-positives are a mix of influenza A and B (20% of influenza-positive samples are H3N2, 12% are 2009 H1N1, and 18% are influenza B, based on WHO Pacific American Health Organization (PAHO) data).&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;Africa&lt;/span&gt;&lt;br /&gt;In South Africa, among samples tested through severe acute respiratory illness (SARI) surveillance, influenza positive samples increased from week 33 to 34, and the majority of positive samples are influenza B (based on South Africa National Institute for Communicable Diseases (NICD) data).&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;&lt;strong&gt;Tropical&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-size: large;"&gt;Thailand&lt;/span&gt;&lt;br /&gt;At Queen Sirikit Children’s hospital in Bangkok, rates of confirmed influenza among children 15 years and younger increased each week in August. On that occassion Paul said Germany would beat Spain in the Euro 2008 final but Luis Aragones' team came out on top, winning 1-0. &lt;br /&gt;&lt;br /&gt;At this World Cup Paul has predicted all of Germany's results correctly even including the defeats against Serbia in the group stages and Spain in the semi-finals.&lt;br /&gt;&lt;br /&gt;Since correctly predicting Spain's victory over Joachim Löw's team Paul has been on the receiving end of a backlash from Germany fans.&lt;br /&gt;&lt;br /&gt;However the octoped has got in support in the unlikely form of Spanish Prime Minister Jose Luiz Rodriguez Zapatero who has joked he will provide Paul with a team of boduguards.&lt;br /&gt;&lt;br /&gt;Zapatero said: "I am concerned for the octopus. I am thinking of sending him a protective team."&lt;br /&gt;&lt;br /&gt;Spanish environment and fisheries minister Elena Espinosa has also sworn to protect the octopus.&lt;br /&gt;&lt;br /&gt;"On Monday, I shall be at the European Council of Ministers and I shall be asking for a [fishing] ban on Paul the octopus so the Germans do not eat him," Espinosa said.&lt;br /&gt;&lt;br /&gt;The octopus had already made its prediction for the third and fourth place play-off opting for the mussel in the Germany box. This means that there will be a massive influx of tourists into the country.  Many tourists will choose to travel through the country via driving to and from the various cities.  However, any traveler choosing this method of transportation should be mindful of travel safety, as the nation has different driving rules and regulations, and a long standing history of some violent crime.  &lt;br /&gt;&lt;br /&gt;Driving in South Africa: &lt;br /&gt;&lt;br /&gt;• South Africans drive on the left hand side of the road, contrary to how Americans drive in the U.S.  If you choose to drive in South Africa, be mindful of this, and that the driver’s seat is in the opposite side of South African Cars.  &lt;br /&gt;&lt;br /&gt;• Drivers are not permitted to use mobile phones while driving. While the troublesome trumpet does bring a new, authentically African vibe to the spectator experience , many complain it is at the expense of other enjoyable facets of the match-day atmosphere.&lt;br /&gt;&lt;br /&gt;The drone that collective vuvuzelas make is awesome. Johannesburg's Soccer City resembled a giant beehive when &lt;a href="http://www.safa.net/index.php?page=bafana"&gt;Bafana Bafana&lt;/a&gt; played there on June 11, and when the crowd coordinates to produce the sound in waves, the effect is like nothing heard in a football stadium before.&lt;br /&gt;&lt;br /&gt;However, it does drastically reduce singing among fans, which for an avid football follower is one of the highlights of attending a live game. The songs of teams from around the world – though often crude, rude and offensive – can often be humorous, touching and emotional.&lt;br /&gt;&lt;br /&gt;It is often remarkable how a crowd of people can respond as one to an incident on the pitch through song. after contact with infected livestock.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;MOSQUITO BITES&lt;/b&gt;&lt;br /&gt;The WHO, a United Nations agency, said it was not advising any international travel restrictions to or from South Africa.&lt;br /&gt;&lt;br /&gt;"However, WHO recommends that visitors to South Africa, especially those intending to visit farms and/or game reserves, avoid coming into contact with animal tissues or blood, avoid drinking unpasteurized or uncooked milk or eating raw meat."&lt;br /&gt;&lt;br /&gt;"All travelers should take appropriate precautions against mosquito /&gt;&lt;br /&gt;Most human infections result from contact with the blood or organs of infected animals, according to the WHO.&lt;br /&gt;&lt;br /&gt;It can also be caught from the bites of infected mosquitoes or other flies.&lt;br /&gt;&lt;br /&gt;There is also some evidence that humans may become infected with Rift Valley Fever by drinking the unpasteurized or uncooked milk of infected animals, it said.&lt;br /&gt;&lt;br /&gt;The virus can be transmitted through the handling of animal tissue during slaughtering or butchering, assisting with animal births, veterinary procedures or from have the stunning beauty of Cape Town or the seaside like Durban, but the energy in South Africa's largest city makes it an exciting place to be, says CNN South Africa correspondent and Johannesburg native Robyn Curnow.&lt;br /&gt;&lt;br /&gt;And in June, excitement will peak as "Jozi" welcomes soccer fans from all over the globe for 2010 FIFA World Cup matches.&lt;br /&gt;&lt;br /&gt;Curnow grew up, went to school and started her broadcasting career in Johannesburg. After working in Australia and London over the past 15 years, Curnow is happy to be home.&lt;br /&gt;&lt;br /&gt;"CNN posted me back here three years ago, so it's wonderful to be a foreign correspondent reporting from my own backyard," she said.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Where can you get the best view of the city?&lt;/b&gt;&lt;br /&gt;The bar at the Westcliff Hotel has a wonderful view over the treetops of the Northern suburbs, the Johannesburg skyline and, on a clear evening, the blue rim of the Magaliesberg Mountains.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Which restaurant would you take a loved one to for an anniversary or other special occasion?&lt;/b&gt;&lt;br /&gt;Wombles, in Parktown North, for delicious meat (Springbok carpaccio, anyone?), fruity South African wines and attentive service in a charming old house with a huge "stoep," or verandah.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Where is the best place for people watching?&lt;/b&gt;&lt;br /&gt;Shop or have a coffee in one of the piazzas in Melrose Arch, an open-air mall off Corlett Drive, if you want to ogle wealthy, sophisticated South Africans and their expensive cars.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;What is your favorite neighborhood?&lt;/b&gt;&lt;br /&gt;Parkhurst -- 4th Avenue overflows with pavement cafes, charming antique shops, a pub, coffee shops, two excellent bookshops and even a cupcake shop.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;How do tourists stick out and what's the best way to blend in?&lt;/b&gt;&lt;br /&gt;Besides the obvious mistakes -- wearing a money belt and having a camera around your neck -- don't wear shorts, T-shirt and flipflops in June during the World Cup. Remember it's winter in the Southern Hemisphere.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;What's the biggest misconception about your city?&lt;/b&gt;&lt;br /&gt;That it is a dangerous, scary place. I grew up in 'Jozi' -- it's bustling, green, friendly and, yes, has a slightly manic energy, which is understandable considering Johannesburg is the economic hub of Sub-Saharan Africa.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Where do you go to relax?&lt;/b&gt;&lt;br /&gt;I go two hours north -- to the bushveld. The Waterberg, a UNESCO biosphere reserve, is malaria-free, has affordable safari lodges and plenty of wild African game.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;What essential thing should visitors see/experience if they only have a few hours?&lt;/b&gt;&lt;br /&gt;The Apartheid Museum is spectacular. A sobering but uplifting experience.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Is there a "tourist trap" that's actually worth seeing?&lt;/b&gt;&lt;br /&gt;Gold Reef City is like Euro Disney -- expensive and cheesy. However, it gives you a good sense of what Johannesburg was like as a gold mining town over 100 years ago, and you get a chance to go down a mine, which is fun.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Where was your most memorable meal?&lt;/b&gt;&lt;br /&gt;The "egg basket" breakfasts at Nice restaurant on 4th Avenue in Parkhurst are legendary. I go there at least once a week. The 'egg basket' is a perfect combination of poached eggs, crispy bacon, grilled Roma tomatoes and a bit of chili in a piece of folded toast .&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Where's your favorite place to spend a night out on the town?&lt;/b&gt;&lt;br /&gt;With two small children, I can't remember when I last went out at night! I hear 7th Street in Melville still rocks.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Are there local specialty dishes or drinks that visitors must try?&lt;/b&gt;&lt;br /&gt;For the nondrinkers, Appletiser is a refreshing South African fizzy drink. For those who want a tipple, South African wines are excellent and well-priced, so experiment with all the different grapes and blends. As for food, there is always "boerewors" for those who want a real taste of South Africa. We're not talking about Major League Soccer struggling to fill seats. This is the World Cup!&lt;br /&gt;&lt;br /&gt;According to the Associated Press, the problem is with the online ticket sale process, as the generally poor local fans aren't accustomed to using the Internet to buy tickets.&lt;br /&gt;&lt;br /&gt;But if you ask me, maybe the real problem is the ridiculously enormous ticket size (see photo). Come on, FIFA. You can't expect people to carry those things around for two months. Maybe if you offered ridiculously enormous pockets to go along with them, but even then it's a stretch. (I'm obviously just kidding, those ticket sizes are fine).&lt;br /&gt;&lt;br /&gt;At any rate, FIFA is scrambling to avoid what organizing committee chief Danny Jordaan called the "tragic" outcome of empty stadiums. The stadium's latest upgrade has increased the capacity from 39,000 to 42,000, and it will be full for all its matches this summer, not least the first group game it hosts, between England and USA on June 12.&lt;br /&gt;&lt;br /&gt;There are four other tasty-looking group games at the Royal Bafokeng - Ghana-Australia, Mexico-Uruguay, Denmark-Japan and New Zealand-Slovakia ­ and there will be one Round of 16 match. "It could be a potential recipe for disaster both for the clients and the sex workers," he added.&lt;br /&gt;&lt;br /&gt;Harper told CNN that while there are no accurate figures for the number of sex workers in South Africa, his organization believes there are 3,000 in Cape Town alone.&lt;br /&gt;&lt;br /&gt;The UN estimates that in South Africa 5.7 million people are HIV positive, more than in any other country. A 2005 University of Michigan study found that 46 percent of female sex workers in Johannesburg had HIV.&lt;br /&gt;&lt;br /&gt;Those figures, coupled with the expected influx of visitors for the World Cup, are causing concern for some South Africans.&lt;br /&gt;&lt;br /&gt;Harper said HIV is just one of the dangers faced by South Africa's sex workers. As well as the risk of contracting other STIs, there is the chance of unwanted pregnancies and the ever-present threat of violence and rape.&lt;br /&gt;&lt;br /&gt;Prostitution is illegal in South Africa, but the law is currently being reviewed as part of a larger assessment of all sexual offenses. Harper believes decriminalizing prostitution can help control the spread of HIV.&lt;br /&gt;&lt;br /&gt;"Throughout the world people have acknowledged that if you want to reduce HIV you need to be able to engage the population and address human rights concerns," he told CNN.&lt;br /&gt;&lt;br /&gt;"One of the key messages is that decriminalization is a way of accessing sex workers."&lt;br /&gt;&lt;br /&gt;Harper argued that criminalization drives prostitution underground. He said that removing the threat of prosecution would make it easier to provide sex workers with condoms and make it easier for sex workers to turn down clients who refuse to use condoms.&lt;br /&gt;&lt;br /&gt;Any possible change to the legal status of prostitution remains some way off, with South Africa's Law Reform Commission expected to make its recommendations to the Minister of Justice in 2011. Meanwhile, Harper would like to see prostitution decriminalized at least for the duration of the World Cup.&lt;br /&gt;&lt;br /&gt;It's an idea that was also put forward in 2007 by police commissioner Jackie Selebi, now suspended on corruption charges. But Dellene Clark, of the Law Reform Commission, told CNN that the government was not considering a temporary amnesty and that it would be "nigh on impossible" to rush the legislation through parliament in time for the tournament.&lt;br /&gt;&lt;br /&gt;Julian Seedat of the South African National AIDS Council, which advises the government on HIV and AIDS, is also expecting an increase in prostitution during the World Cup, but he is more optimistic about the health implications.&lt;br /&gt;&lt;br /&gt;"I don't think the World Cup will necessarily bring an increased risk of the spread of HIV," he told CNN.&lt;br /&gt;&lt;br /&gt;"Over the years there has been an incredible amount of education and awareness work done among sex workers. Years ago the high-risk groups were thought to be homosexuals and sex workers, but there has been such a focus on education for these groups that their behavior has really changed. It's quite the norm for a commercial sex worker to have a bag full of condoms."&lt;br /&gt;&lt;br /&gt;Seedat said all public health centers in South Africa offer free voluntary counseling and HIV testing, and that organizations like SWEAT had helped educate sex workers about the importance of using condoms and being tested if they have practiced unsafe sex.&lt;br /&gt;&lt;br /&gt;"People in the sex work sector make sure that they're protected, that they're tested and that they know their [HIV] status," he said.&lt;br /&gt;&lt;br /&gt;Harper said most sex workers do practice safe sex, but many clients don't want to use a condom.
