The Philippines have been hit with a double dose of destruction and flooding from back to back Typhoons within less than a week's time. On October 1, 2011 the BBC reported at least one person dead as Typhoon Nalgae hit regions still waterlogged by the earlier storm Nesat, and officials warned of flash floods and landslides. By October 3, at least 59 were reported dead.

Nasal Vaccine Could Prevent Diabetes

June 14, 2011 – A Nasal spray vaccine for type 1 diabetes could be available in two years, providing hope to thousands of people susceptible to developing the illness.

In a world first, Melbourne researchers have shown the vaccine can switch off the body's immune response to insulin in adults with the disease. This technique also could be used for other auto-immune diseases such as rheumatoid arthritis and multiple sclerosis (MS).

"It shows that the nasal vaccine will ... suppress the bad immune response to insulin, which is very exciting," said Walter and Eliza Hall Institute's Professor Len Harrison. Type 1 diabetes, which affects about 150,000 Australians, is a condition where the body's immune system attacks the cells in the pancreas that produce insulin. Sufferers need daily insulin injections to help their bodies convert glucose (sugar) from food into energy. The research, published in the journal Diabetes, provides proof that the vaccine could prevent the disease from developing in at-risk people.

Melbourne teenager, Tara Pritchard is taking part in a separate trial of the nasal spray because her father, Peter, has the chronic condition. Tests revealed she had the antibodies that made her susceptible to developing the disease. "I've always been told that it's likely that I will get diabetes, having this trial gives hope not only to me, but to others, that diabetes could be prevented," the 15-year-old said.

The illness usually emerges in young people, but diagnosis can happen at any age. Prof Harrison said diabetes cost the Australian health system about $600 million each year. "The cost of type 1 diabetes, in personal, social and public health terms is enormous," he said.

The latest Australian Institute of Health and Welfare report shows type 1 diabetes has increased in young people by 41 per cent in the past decade. If left untreated, diabetes can lead to heart disease, stroke, kidney failure, blindness and premature death.

Outbreak of polio in Europe investigated

4/19/2011-Technical experts have been sent by the World Health Organization to Tajikistan to investigate an outbreak of seven polio cases in the country.

The outbreak, the WHO says, is the first importation of polio in the European region since Europe was certified polio-free in 2002.

A total of six technical experts from the WHO were sent to the central Asian country. They will be tasked with providing a detailed investigation of the polio cases to determine where what country the virus came from and what actions are needed to prevent any further spread.

Sona Bari, a WHO spokeswoman for the Polio Eradication Initiative, told Voice of America that the new outbreaks were a setback for the WHO's polio eradication campaign and a sober reminder for the need to vaccinate children against the crippling disease.

"Planning is already going on for three large-scale vaccination campaigns," Bari told Voice of America. "There are about 864,000 children under the age of five that we will reach with this vaccine. And, surrounding countries, particularly Uzbekistan and Kyrgyztan are being asked to step up their surveillance for acute flaccid paralysis, which is a sign of polio and to look into their immunization rates to make sure that children are adequately protected in those surrounding areas."

Tajikistan, Bari said, is close to Afghanistan and Pakistan, two polio endemic countries. It is too soon, though, to call one of those countries the source or this latest outbreak. Genetic sequencing will be employed to determine the country of origin.

Japan's PM Vows to Win Battle Against Nuke Plant

Japan's prime minister sounded a resolute note Friday, promising to win the battle against an overheating nuclear plant even as atomic safety officials raised questions about the accuracy of radiation measurements at the complex.

Naoto Kan was grave a week ago when he addressed this nation rattled by fears of radiation that has contaminated food, milk and tap water. But three weeks after a massive tsunami disabled a nuclear power plant's cooling systems, Kan vowed that Japan would create the safest system anywhere.

Japan will "do whatever it takes to win the battle" at Fukushima Dai-ichi, Kan said in a televised news conference. And when the crisis ends, "We will establish a system that could respond to any situation based on an assumption that anything could happen."

While a massive earthquake and tsunami set off a series of events that disabled the plant, the accident has been exacerbated by several missteps along the way. Apparently spotting another mistake Friday, the nuclear safety agency ordered Tokyo Electric Power Co. to review its recent radiation figures, saying they seemed suspiciously high.

China jails 8 for selling fake rabies vaccine

Eight people have been arrested in southern China for producing and selling fake rabies vaccines that were used by local clinics and led to the death of a four-year-old boy, state media said Monday.

Authorities in the Guangxi region earlier this year uncovered more than 1,260 doses of the illegal vaccines, most of which had been used in hospitals and clinics in the city of Laibin, the China Daily reported.

The vaccines were produced in an underground workshop and sold for a total of 330,000 yuan (49,250 dollars).
The boy, who had been bitten by a dog, died in December last year after receiving six rabies shots.

Rabies has emerged as a major public health concern in China. The government said last year China was second only to India in annual human deaths from rabies, averaging more than 2,000 per year in recent years.

China has repeatedly pledged to notify the public in a timely manner of any health risks from product safety scandals, which are common and widely blamed on lax supervision of the country’s giant food and drug industry.

H1N1 is Still Active in Some Countries

Sep 7, 2010 (CIDRAP News) - Flu activity is continuing at various intensity levels, with India reporting more deaths, Australia reporting increasing numbers of cases late in its flu season, and transmission declining in New Zealand.

Though the World Health Organization (WHO) on Aug 10 moved to a post-peak pandemic phase, WHO Director-General Margaret Chan yesterday repeated warnings that countries should stay alert for the 2009 H1N1 virus to limit the impact of outbreaks, Voice of America (VOA) reported today.

Chan, who spoke at the start of a 4-day WHO meeting in Bangkok with health officials from the agency's South-East Asia region, said the 2009 H1N1 virus remains a serious health risk, according to VOA. She added that the WHO is seeing localized outbreaks and some continuing "hot spots," which were expected in the post-peak phase.

"Let me remind you the pandemic virus has not gone away," Chan said. She said the virus is especially a threat to young people and pregnant women.

India's health ministry said today that in the week ending Sep 5 it had received at least 128 reports of 2009 H1N1 deaths, NetIndian News Network reported. The deaths were reported across 12 Indian states, but most were from Maharashtra (45), Gujarat (13), Madhya Pradesh (12), and Karnataka (9). India is in the midst of its second wave of infections, which was triggered by monsoon rains earlier this summer.

Australia's health ministry, in its update for the week ending Aug 27, said flu activity is increasing, with the highest number of lab confirmations in South Australia and Queensland states. Of 335 confirmed cases reported that week, 221 involved the 2009 H1N1 virus.

The country reported 12 flu hospitalizations during the surveillance week, of which 11 were for 2009 H1N1 infections. Surveillance systems reported three intensive care unit (ICU) hospitalizations during the same time period.

Meanwhile, New Zealand, which over the past several weeks has been reporting intense flu activity, said yesterday that the number of new cases was declining to levels seen at this time in 2008.

The country reported one more death linked to the virus, raising the total to 17. The health ministry said 11 people were currently receiving ICU treatment for their infections.

This report was created from a variety of sources, including regional WHO reports, Country reports, and CDC field staff updates. Updates are listed below under the appropriate region.

Northern Temperate

United States
The numbers of laboratory positive influenza samples increased from week 33 to week 34, but remain at a very low level. In week 34, all influenza-positive samples were influenza A, with a mixture of A(H3) and 2009 H1N1 (based on U.S. WHO/National Respiratory and Enteric Virus Surveillance System (NREVSS) data).

China
In southern China, numbers of specimens testing positive for influenza decreased in week 33, and influenza A accounted for 82.9% of positive samples (67% H3N2, 25% 2009 H1N1). In northern China, positive influenza results have been low for several weeks, and influenza A accounted for 97.1% of positive samples (85% H3N2, 9% 2009 H1N1) (based on data provided by the Chinese National Influenza Center).
Southern Temperate

South America
In Argentina, positive respiratory specimens for influenza have decreased since week 24, and influenza B is the predominant influenza virus.
In Chile, positive respiratory specimens for influenza increased in week 33, and flu-positives are a mix of influenza A and B (20% of influenza-positive samples are H3N2, 12% are 2009 H1N1, and 18% are influenza B, based on WHO Pacific American Health Organization (PAHO) data).

Africa
In South Africa, among samples tested through severe acute respiratory illness (SARI) surveillance, influenza positive samples increased from week 33 to 34, and the majority of positive samples are influenza B (based on South Africa National Institute for Communicable Diseases (NICD) data).

Tropical

Thailand
At Queen Sirikit Children’s hospital in Bangkok, rates of confirmed influenza among children 15 years and younger increased each week in August. Cases were predominantly influenza A (no subtype information) based on data collected through the International Emerging Infections Program (IEIP) and Global Disease Detection (GDD) Thailand).

Vietnam
Twice the proportion of influenza like illness (ILI) samples tested in-country in August were positive for influenza compared to July (87% of influenza-positive samples are A(H3), 12% are B, 1% 2009 H1N1, based on data reported by CDC field staff).

Selected Highlights
• On August 10, 2010, the WHO Director-General, Dr. Margaret Chan, declared an end to the 2009 H1N1 influenza pandemic, but noted that 2009 H1N1 virus will likely continue to circulate for years to come, taking on the behavior of a seasonal influenza virus.
• On February 18, 2010, WHO published recommendations for the following viruses to be used for influenza vaccines in the 2010-2011 influenza season of the Northern Hemisphere:
o an A/California/7/2009 (H1N1)-like virus;

Spain Predicted to win the World Cup

The news will come as a boost to Spain ahead of the World Cup final against Holland at Soccer City Stadium, Johannesburg on Sunday.

The psychic octopus has not made a mistake when predicting the outcome of a football match for two years. On that occassion Paul said Germany would beat Spain in the Euro 2008 final but Luis Aragones' team came out on top, winning 1-0.

At this World Cup Paul has predicted all of Germany's results correctly even including the defeats against Serbia in the group stages and Spain in the semi-finals.

Since correctly predicting Spain's victory over Joachim Löw's team Paul has been on the receiving end of a backlash from Germany fans.

However the octoped has got in support in the unlikely form of Spanish Prime Minister Jose Luiz Rodriguez Zapatero who has joked he will provide Paul with a team of boduguards.

Zapatero said: "I am concerned for the octopus. I am thinking of sending him a protective team."

Spanish environment and fisheries minister Elena Espinosa has also sworn to protect the octopus.

"On Monday, I shall be at the European Council of Ministers and I shall be asking for a [fishing] ban on Paul the octopus so the Germans do not eat him," Espinosa said.

The octopus had already made its prediction for the third and fourth place play-off opting for the mussel in the Germany box. It took Paul just a couple of minutes to decide its adopted nation will beat Uruguay to take third place in the tournament.

With the world cup happening in South Africa, Many locals are setting up street food carts to provide soccer fans with food. However, it is important to be wary when eating food in South Africa, as South Africa is considered a developing country. While the government deems all restaurants and grocery stores as heavily regulated, monitored, and safe for tourists, street vendors are a different story. The government cannot provide any guarantees that food served by street vendors is not contaminated or has been prepared hygienically. When dining in South Africa, try to keep in mind that the general rule for eating in South Africa is always make sure your food is cooked thoroughly, cooled properly, and peeled by your self.

If you are brave enough to try some street food at the World Cup games, there are a few delicacies to sample. South Africa is a hot spot for immigrants from all over Africa, meaning that many exotic dishes have come to the country from all over the continent. One popular dish to try is Boerewors. Boerewors is made up of coarsely minced beef with various spices that is stuffed into a sausage casing, grilled on an open fire, and then served on a roll with caramelized onions. Vetkoek, or fried cakes are another popular delicacy that has been deemed as safer street food. Finally, be sure to avoid pap en vleis, which is a chicken and corn meal dish. It has been found that often the chicken is not slaughtered, kept, or prepared very hygienically.

Driving Safely at the World Cup

This year South Africa is hosting the World Cup for soccer. This means that there will be a massive influx of tourists into the country. Many tourists will choose to travel through the country via driving to and from the various cities. However, any traveler choosing this method of transportation should be mindful of travel safety, as the nation has different driving rules and regulations, and a long standing history of some violent crime.

Driving in South Africa:

• South Africans drive on the left hand side of the road, contrary to how Americans drive in the U.S. If you choose to drive in South Africa, be mindful of this, and that the driver’s seat is in the opposite side of South African Cars.

• Drivers are not permitted to use mobile phones while driving. Also, it is important to realize that road speed limits will be in the metric system as kilometers per hour, and not miles per hour.

• While driving in South Africa, be sure to keep to the left and pass on the right.

• Watch out for animals, especially in rural areas outside of major cities, as there is generally little fencing to keep animals out of the roads.

Road Safety:

• Staying safe is a major concern in South Africa, especially during the World Cup. When driving, it is very important to always drive with the windows up and the doors locked. If possible, keep all personal belongings out of sight, and locked in the trunk.

• If your vehicle is approached by a stranger, do not open the window all the way, but only open it a few inches.

• Make sure you are familiar with the route to your destination, and if you get lost, be sure to stop at a busy area or business instead of the side of the road.

• If by some chance you are rear-ended, be sure to wait to pull over until the nearest police station.

So what's with those vuvuzelas?

The vuvuzela – the plastic South African trumpet whose loud rasp has become synonymous with the 2010 World Cup – has proved a phenomenal success with soccer fans attending the tournament.

For many, this development has not been a good thing. While the troublesome trumpet does bring a new, authentically African vibe to the spectator experience , many complain it is at the expense of other enjoyable facets of the match-day atmosphere.

The drone that collective vuvuzelas make is awesome. Johannesburg's Soccer City resembled a giant beehive when Bafana Bafana played there on June 11, and when the crowd coordinates to produce the sound in waves, the effect is like nothing heard in a football stadium before.

However, it does drastically reduce singing among fans, which for an avid football follower is one of the highlights of attending a live game. The songs of teams from around the world – though often crude, rude and offensive – can often be humorous, touching and emotional.

It is often remarkable how a crowd of people can respond as one to an incident on the pitch through song. The vuvuzela reduces this reflex.

There is also less room for other musical instruments to convey their sound. The samba drums of Brazil were very muted at Ellis Park this week, and that wasn’t just because North Korea put up such a good fight.

However, for fans sitting in the comfort of their homes, watching the World Cup from afar, safe in the thought that the vuvuzela nuisance is only to be found in South Africa, there is a word of warning: beware, the trumpet is about to go global.

Let’s start with some “GAME TIME” linguistics so you’re not too left out of the fanfare!

“HOWZIT”
This is the speedy way to say How’s it going? It’s one of the easiest ways to start off with a friendly, not too overly serious greeting to get the conversation going. “Hola” and “Heita” are also close substitutes for similar conversation starters!

“AYOOBA”
This term simply means cool.

“EISH!”
The exclamation mark is to be included in intonation of expression because this word represents annoyance and being surprised. This, I can foresee will be needed a lot when it comes to Football!

“FUNDI”
Okay, so Fundi means teacher in the Zulu language, however in this case this term is used during game time to refer to that Mr. or Ms. Know-It-All that is almost always present at the match.

World Cup fans warned over S.Africa fever outbreak

(Reuters) - Tourists in South Africa including soccer fans heading to the World Cup must guard against mosquito bites and avoid contact with raw meat due to an outbreak of Rift Valley fever, the World Health Organization said on Tuesday.

Officials in South Africa, the host of the 2010 World Cup from June 11 to July 11, have reported 172 human cases of the animal viral disease this year, including 15 deaths, it said.

Many tourists visit South Africa's game parks and the WHO warned visitors to avoid contact with dead animals -- another way of catching the disease.

"People should be aware there is Rift Valley Fever in several provinces and should take precautions when visiting areas where they could be exposed to animals that could be infected," WHO spokeswoman Aphaluck Bhatiasevi told Reuters.

A female German tourist who visited game reserves was confirmed as having the disease upon return from South Africa last month, the WHO said in a statement. Three other travelers fell ill with similar symptoms but all four have recovered.

The virus usually causes relatively mild flu-like symptoms and neck stiffness in people, progressing sometimes to hallucinations, dizziness or even coma, according to the WHO.

A small percentage of victims develop a hemorrhagic form which causes them to vomit blood, pass blood in feces, or bleed from the nose, gums, or skin. Half of such patients die.

Human cases have been confirmed in Free State Province, Eastern Cape Province, Northern Cape Province, Western Cape and North West Province, most after contact with infected livestock.

MOSQUITO BITES
The WHO, a United Nations agency, said it was not advising any international travel restrictions to or from South Africa.

"However, WHO recommends that visitors to South Africa, especially those intending to visit farms and/or game reserves, avoid coming into contact with animal tissues or blood, avoid drinking unpasteurized or uncooked milk or eating raw meat."

"All travelers should take appropriate precautions against mosquito bites (use of mosquito nets, insect repellents)," it said.

Most human infections result from contact with the blood or organs of infected animals, according to the WHO.

It can also be caught from the bites of infected mosquitoes or other flies.

There is also some evidence that humans may become infected with Rift Valley Fever by drinking the unpasteurized or uncooked milk of infected animals, it said.

The virus can be transmitted through the handling of animal tissue during slaughtering or butchering, assisting with animal births, veterinary procedures or from disposing of carcasses.

Herders, farmers, slaughterhouse workers and veterinarians are at higher risk of infection.

A vaccine for humans has been developed but is not licensed and is not commercially available, according to the WHO.

A correspondent's take on Johannesburg

Johannesburg, South Africa (CNN) -- Johannesburg doesn't have the stunning beauty of Cape Town or the seaside like Durban, but the energy in South Africa's largest city makes it an exciting place to be, says CNN South Africa correspondent and Johannesburg native Robyn Curnow.

And in June, excitement will peak as "Jozi" welcomes soccer fans from all over the globe for 2010 FIFA World Cup matches.

Curnow grew up, went to school and started her broadcasting career in Johannesburg. After working in Australia and London over the past 15 years, Curnow is happy to be home.

"CNN posted me back here three years ago, so it's wonderful to be a foreign correspondent reporting from my own backyard," she said.

Where can you get the best view of the city?
The bar at the Westcliff Hotel has a wonderful view over the treetops of the Northern suburbs, the Johannesburg skyline and, on a clear evening, the blue rim of the Magaliesberg Mountains.

Which restaurant would you take a loved one to for an anniversary or other special occasion?
Wombles, in Parktown North, for delicious meat (Springbok carpaccio, anyone?), fruity South African wines and attentive service in a charming old house with a huge "stoep," or verandah.

Where is the best place for people watching?
Shop or have a coffee in one of the piazzas in Melrose Arch, an open-air mall off Corlett Drive, if you want to ogle wealthy, sophisticated South Africans and their expensive cars.

What is your favorite neighborhood?
Parkhurst -- 4th Avenue overflows with pavement cafes, charming antique shops, a pub, coffee shops, two excellent bookshops and even a cupcake shop.

How do tourists stick out and what's the best way to blend in?
Besides the obvious mistakes -- wearing a money belt and having a camera around your neck -- don't wear shorts, T-shirt and flipflops in June during the World Cup. Remember it's winter in the Southern Hemisphere.

What's the biggest misconception about your city?
That it is a dangerous, scary place. I grew up in 'Jozi' -- it's bustling, green, friendly and, yes, has a slightly manic energy, which is understandable considering Johannesburg is the economic hub of Sub-Saharan Africa.

Where do you go to relax?
I go two hours north -- to the bushveld. The Waterberg, a UNESCO biosphere reserve, is malaria-free, has affordable safari lodges and plenty of wild African game.

What essential thing should visitors see/experience if they only have a few hours?
The Apartheid Museum is spectacular. A sobering but uplifting experience.

Is there a "tourist trap" that's actually worth seeing?
Gold Reef City is like Euro Disney -- expensive and cheesy. However, it gives you a good sense of what Johannesburg was like as a gold mining town over 100 years ago, and you get a chance to go down a mine, which is fun.

Where was your most memorable meal?
The "egg basket" breakfasts at Nice restaurant on 4th Avenue in Parkhurst are legendary. I go there at least once a week. The 'egg basket' is a perfect combination of poached eggs, crispy bacon, grilled Roma tomatoes and a bit of chili in a piece of folded toast .

Where's your favorite place to spend a night out on the town?
With two small children, I can't remember when I last went out at night! I hear 7th Street in Melville still rocks.

Are there local specialty dishes or drinks that visitors must try?
For the nondrinkers, Appletiser is a refreshing South African fizzy drink. For those who want a tipple, South African wines are excellent and well-priced, so experiment with all the different grapes and blends. As for food, there is always "boerewors" for those who want a real taste of South Africa. This is a spicy sausage best cooked on the "braai" (barbeque)

What is a good local souvenir?
A wire sculpture crafted by Zimbabwean immigrants, who sell their wares on the sidewalks.

World Cup Organizers Fear Empty Stadiums

World Cup organizers are sweating.

It's less than two months until soccer's premier event kicks off in South Africa and 500,000 tickets - nearly a quarter of the tournament's seats - are unsold.

How is that possible, given soccer's, er, football's position as the global sport? We're not talking about Major League Soccer struggling to fill seats. This is the World Cup!

According to the Associated Press, the problem is with the online ticket sale process, as the generally poor local fans aren't accustomed to using the Internet to buy tickets.

But if you ask me, maybe the real problem is the ridiculously enormous ticket size (see photo). Come on, FIFA. You can't expect people to carry those things around for two months. Maybe if you offered ridiculously enormous pockets to go along with them, but even then it's a stretch. (I'm obviously just kidding, those ticket sizes are fine).

At any rate, FIFA is scrambling to avoid what organizing committee chief Danny Jordaan called the "tragic" outcome of empty stadiums. Tickets (presumably normal size) will go on sale to the general public in South Africa April 15.

World Cup Stadium Profile: Royal Bafokeng Stadium, Rustenberg

It's the venue where England will be playing USA in their opening match of the tournament as well as hosting four other group matches. And if the football all gets a bit much for you and safaris and casinos are more your thing, you don't have far to travel, says Ben Lyttleton.

One of the newest existing stadia hosting matches at the World Cup, the
Royal Bafokeng opened in 1999 and is completely funded by the Royal Bafokeng community, an administrative body presiding over the world's richest
platinum mines.

The stadium was built in a saddle shape to reflect its natural surroundings and upgrades were completed in March 2009 for the hosting of four matches during last summer's Confederations Cup. The stadium's latest upgrade has increased the capacity from 39,000 to 42,000, and it will be full for all its matches this summer, not least the first group game it hosts, between England and USA on June 12.

There are four other tasty-looking group games at the Royal Bafokeng - Ghana-Australia, Mexico-Uruguay, Denmark-Japan and New Zealand-Slovakia and there will be one Round of 16 match. The stadium also doubles up as a rugby union and athletics venue, and is the only World Cup venue to have an athletics track around the outside of the pitch not ideal for fans wanting to get close to the action.

One wonderful thing about the Royal Bafokeng, named after the Bafokeng, meaning "People of the Dew", is its location: situated between the bush of the Pilanesberg and the bright lights of Sun City, the venue will be a big draw for safari-seeking World Cup tourists.

Britain sends South Africa 42m condoms in HIV fight before World Cup

Britain is to give 42m condoms to South Africa in response to a request for an extra billion as part of an HIV prevention drive before the World Cup, the government will announce today.

The request for British help in stockpiling sufficient condoms for the expected influx of thousands of football supporters in three months' time was made during President Jacob Zuma's recent visit to the UK to meet the Queen.

"Obviously there's a big focus on the World Cup coming up and a huge increase in the number of people coming into South Africa," said the international development minister, Gareth Thomas, who will announce the £1m funding today at an emergency summit in London on HIV prevention and treatment. "The South Africans have identified themselves the need to get more condoms in place. South Africa specifically asked for British assistance and we are responding to that request." He pointed out that the fans would inevitably spill over into neighbouring African countries with high HIV rates, which would also need to take precautions.

The South African government estimates that up to half a million visitors could travel to the country, raising fears of a rise in prostitution and sex trafficking from neighbouring countries and eastern Europe, and creating a potential HIV timebomb.

Fears that World Cup Could Increase Spread of HIV

(CNN) -- Advocates for sex workers in South Africa have warned that this summer's World Cup could be a public health disaster.

With up to half a million football fans expected to visit South Africa for the World Cup, and up to half of South Africa's prostitutes carrying the HIV virus, there have been calls for the country to decriminalize prostitution to help tackle the spread of HIV.

Eric Harper, director of the Cape Town-based Sex Worker Education and Advocacy Taskforce (SWEAT), told CNN that the World Cup would inevitably lead to a demand for sex workers.

"And where there's demand there will be a supply," Harper told CNN. "It could be a potential recipe for disaster both for the clients and the sex workers," he added.

Harper told CNN that while there are no accurate figures for the number of sex workers in South Africa, his organization believes there are 3,000 in Cape Town alone.

The UN estimates that in South Africa 5.7 million people are HIV positive, more than in any other country. A 2005 University of Michigan study found that 46 percent of female sex workers in Johannesburg had HIV.

Those figures, coupled with the expected influx of visitors for the World Cup, are causing concern for some South Africans.

Harper said HIV is just one of the dangers faced by South Africa's sex workers. As well as the risk of contracting other STIs, there is the chance of unwanted pregnancies and the ever-present threat of violence and rape.

Prostitution is illegal in South Africa, but the law is currently being reviewed as part of a larger assessment of all sexual offenses. Harper believes decriminalizing prostitution can help control the spread of HIV.

"Throughout the world people have acknowledged that if you want to reduce HIV you need to be able to engage the population and address human rights concerns," he told CNN.

"One of the key messages is that decriminalization is a way of accessing sex workers."

Harper argued that criminalization drives prostitution underground. He said that removing the threat of prosecution would make it easier to provide sex workers with condoms and make it easier for sex workers to turn down clients who refuse to use condoms.

Any possible change to the legal status of prostitution remains some way off, with South Africa's Law Reform Commission expected to make its recommendations to the Minister of Justice in 2011. Meanwhile, Harper would like to see prostitution decriminalized at least for the duration of the World Cup.

It's an idea that was also put forward in 2007 by police commissioner Jackie Selebi, now suspended on corruption charges. But Dellene Clark, of the Law Reform Commission, told CNN that the government was not considering a temporary amnesty and that it would be "nigh on impossible" to rush the legislation through parliament in time for the tournament.

Julian Seedat of the South African National AIDS Council, which advises the government on HIV and AIDS, is also expecting an increase in prostitution during the World Cup, but he is more optimistic about the health implications.

"I don't think the World Cup will necessarily bring an increased risk of the spread of HIV," he told CNN.

"Over the years there has been an incredible amount of education and awareness work done among sex workers. Years ago the high-risk groups were thought to be homosexuals and sex workers, but there has been such a focus on education for these groups that their behavior has really changed. It's quite the norm for a commercial sex worker to have a bag full of condoms."

Seedat said all public health centers in South Africa offer free voluntary counseling and HIV testing, and that organizations like SWEAT had helped educate sex workers about the importance of using condoms and being tested if they have practiced unsafe sex.

"People in the sex work sector make sure that they're protected, that they're tested and that they know their [HIV] status," he said.

Harper said most sex workers do practice safe sex, but many clients don't want to use a condom. He added that as long as prostitution remains illegal, protecting sex workers and their clients during the World Cup would be problematic.

He told CNN, "We have to make condoms freely available and we have to make it possible for sex workers to report human rights violations like child prostitution and people trafficking."
